THE heavy downpour in Oshakati last night transformed a section of Dr António Agostinho Neto Street into a “water pool” that pedestrians could not cross, while vehicles had to “swim”. The problem, caused by a blocked culvert, was resolved at around 09:30 when municipal workers arrived at the scene and unblocked it.
