The NTF participates in the formulation of various bilateral and multilateral trade agreements. The NTF is responsible for policy analysis and private-public collaboration when drafting inclusive trade agreements. The NTF is a PPD platform for engaging the respective private sector representatives, sectoral bodies, associations, manufacturers, traders, members of civil society and industry experts. 

The NTF is involved in the various stages of Namibia's trade agreements which include planning, stakeholder engagement, secretariat roles, awareness, dialogue, research, analysis, implementation, impact assessment, monitoring & evaluation and policy reviews. The other activities also include capacity building, modalities, standards, border measures, dispute settlement, and etc.
